27.Habermas was writing at the moment when the, hotly debated, transfer of the capital was voted. The fear of many on the left was that the symbolism of a transfer from the provincial ambiance of the old capital in Bonn to the old imperial capital of Berlin, whose location is closer to Moscow than to Paris, could mean the renewal of the nationalist right-wing tradition. The fact that the title of volume VIII speaks of the “normality” of the Berlin republic suggests that Habermas is more optimistic than at the time of the Paulskirche speech.
